Call to ban fireworks in parks, reserves ANDREW KING

Fireworks could be banned in neighbourhood parks and reserves, with complaints about frightened pets sparking a city council investigation. The Fendalton-Waimairi Community Board received complaints from residents about fireworks being let off in Nunweek Park with pets being stressed out by the noise. It has the backing of the SPCA which says fireworks and pets are a bad combination. The community board has instructed city council staff to look at a ban – not just at Nunweek Park – at all parks and reserves.

Pet owners complain over noise An outright ban could be put in place between November and March. Currently there are no rules around lighting fireworks in city council-owned parks and reserves only on lighting fires. SPCA chief executive Barry Helem (right) said it would back the policy. “They are just not worth the damage and stress they cause to animals,” he said. Mr Helem believed fireworks can be enjoyed at special events such as the New

Brighton Pier display in November but said private use should be banned. “It is the stockpiling that is a problem. People save them up when they can buy them and then spend the rest of the year setting them off,” he said. Board chairwoman Val Carter said she can see both sides of the argument. “It is a difficult one because some people don’t mind the fireworks going off and other do – it affects mainly those with animals,” she said. “I know if I had pets that were affected by them I would want something done.”

Triple spin on seeing double

For the first time in their schooling lives three sets of sisters will be in the same classroom. Cycleway approved Council to look at retaining car parks on Rutland St ANDREW KING

The multi-million dollar Papanui Parallel Cycleway has been approved but the city council will investigate whether it can retain parking on Rutland St. The route was approved by the city council’s infrastructure, transport and environment committee in a meeting on Tuesday. Last week the Nor’West News reported businesses on the St Albans street were unhappy at the prospect of losing parking outside of their shops and had lobbied the Shirley-Papanui Community Board to put a stop to the plan. The ITE committee has asked city council staff to see if more parking can be provided along Rutland St between Chapter and Weston Sts or on surrounding streets as requested by businesses in the area. They will also look into if traffic lights at the intersections of Springfield and Edgeware Rds and Springfield Rd and St Albans St are needed. Construction on the route, one

Of the 656 submissions, 270 generally supported the consultation proposals, 269 generally opposed them and the remaining 117 did not indicate a view either way. “The community feedback has had a major impact on the cycleway plans,” Cr Clearwater said. Consultation on routes ran from November 6 to December 14.

CHEMICAL SPILL Two people were treated with minor symptoms after a chemical spill at St Bede’s College at 11am on Wednesday. A cabinet fell over in a science room causing several different chemicals to mix. Part of the school was evacuated while a fire service hazardous materials unit and command centre was sent from Christchurch Central Fire Station. ASBESTOS PETITION A petition to extend ACC coverage to those who have been exposed to asbestos in their homes has been started online. Isobel Baxter started the petition on www.change.org just before Christmas. If you want to sign it the easiest way to reach it is through a Facebook page called Christchurch Asbestos Stories. RIVER OF FLOWERS This year the St Albans Residents Association has joined with the River of Flowers to set up a site beside one of the local streams which are tributaries of the Avon/ Otakaro for the anniversary of the February 2011 earthquake. St Albans has three streams which flow through its neighbourhood of which only two make brief appearances and then retreat underground. These are the Wairarapa Stream, Dudley Creek and St Albans Creek. More details of where the site will be will be published on the the St Albans Community website or Facebook page.

School decile system – a blessing or a curse?

A recent review of school deciles put the spotlight back on the whole system of assigning each school in New Zealand a number from 1-9 based on household ‘economic indicators’ from the latest census. As some school deciles ‘went up’ they cried foul at thousands of dollars of lost funding, while other schools that ‘went down’, stayed understandably silent at their increased funding, coming as a result of their loss in social status. It’s hard to criticise the intention of the New Zealand Decile System. Giving extra resources to the schools that draw from poorer communities makes sense. After all it’s logical to assume these ‘lower decile’ com-

SOAP BOX munities have less ability to raise local funds and higher numbers of students requiring more support to reach such benchmarks as ‘national standards’. As principal of a lower decile school I have seen first-hand how hard it can be to raise local funds and how quickly the extra ‘decile funding’ can be swallowed up on extra teacher aide hours, staffing to keep class numbers manageable and even in some cases basic necessities such as food to feed hungry children. There is however, a concerning, unintended result of the decile system. The public has grabbed on to these numbers from 1-9 as a very convenient (yet very inaccurate) way of assessing how ‘good’ a

school might be. This, alongside a political climate that has encouraged parents to ‘shop around’ for the ‘best’ school, has meant families ‘that can’ are often driving across town to ‘higher decile’ schools. While the rich get richer the poor get poorer. There is some good news though. If my recent experience in my own school is representative of the bigger picture then attitudes may be changing. When choosing a school less prospective parents are asking about ‘deciles’. Instead they are talking to their community, asking their pre-schools, and visiting and talking with principals and teachers to get a greater knowledge of their local schools. This enables schools that are successful and also work hard on building positive relationships to blossom and truly reflect their local communities. And I agree the submission document questions were leading – I put a line through that part and stated just that. My son said I was wasting my time putting in a submission in because they wouldn’t listen. I cannot believe the city council even contemplated using a very busy feeder road for a cycleway with the businesses, a school, a kindergarten, two churches, an X-ray place, the Rugby Union offices plus the people who work from home all

needing parking I still cannot see why there couldn’t be a shared cycleway incorporated into the footpath as is in so many other busy places and there would be plenty of room if they narrowed the berm thing. Sometimes it would be great if the cyclist had a bell! There doesn’t appear to be an amazing increase of cyclist on one of the other new cycleways. TWO TAKEN TO HOSPITAL A woman was taken to Christchurch Hospital about 3pm on Wednesday after a three-car crash in Shirley. The woman in her 60s was treated for moderate injuries after the crash at the intersection of Marshland and Briggs Rds. St John sent two ambulances to the scene to assess the injured and only took one to hospital. Another woman was taken to Christchurch Hospital after a two-car crash on Main North Rd around 11.15am on Wednesday. St John sent a rapid response unit to the scene. The woman in her 70s had moderate injuries and was taken to hospital for further treatment. ROAD CLOSURE FOR REPAIRS A temporary road closure will be in place at the intersection of Bishop St and Edgeware Rd starting today. The work is to repair a section of the earthquake damaged wastewater main. A temporary one-way system for eastbound traffic only will be in place on Edgeware Rd, between Manchester and Bishop Sts. We’ll start off with an easy one – what’s your favourite breed of dog? I wouldn’t say I have a favourite. All the dogs that come in here are cross-bred so I guess I prefer the rescued breed. We rescue and re-home condemned pound dogs at the centre. After they have their seven days at the pound there is a decision made whether to send them to an adoption centre or they are destroyed. They bring any type of dog to us, we have all kinds of breeds. Okay. So how do you help families find the right dog? It depends on what they’re looking for. We’re here to match a dog to them and their lifestyle. It highly depends on what we have and what they want.

We’re having a really good run at the moment with re-homing dogs. There seems to be a lot of people that want to adopt at the moment. So you’re a matchmaker in a way? We are kind of matchmakers in a way! We have no knowledge of the dog’s background, so we have to learn about the people they’re going to. We have a pretty casual interview with them where we want to know if they have had dogs before and we ask about fencing, what kind of activities they’ll do with the dogs, whether they’ll be left at home, and want to know about everything they will do with the dog. Ah I see. How long have you worked at the adoption centre?

I have been here for two and a half years now, and I’m 32. Before that I was at home with my son, Zack, he’s six now and at Heathcote Primary. And I’ll bet he loves it? He just loves it and he loves to learn, loves his friends and teachers. What does your job entail? It’s pretty cool because I’ll never have one day that’s the same as the next. I do everything from picking up poo and cleaning kennels to leading the social media activity for the centre. I also currently train about 65 volunteers. The volunteers do a range of jobs, from helping the day-to-day running of the centre, to cleaning the kennels, or out in the yard doing poo patrol, or even walking some of the dogs. homes for dogs in need I think in general I just love my job, that’s my favourite. People say to me all the time who wouldn’t love your job? But their idea of my job is different to what it actually is. It’s a really neat environment to work in, everyone is really lovely. I’m lucky because I enjoy it every day. I’ve never woken up and said to myself ‘I don’t want to go to work’. The worst part is the dogs that we can’t save. If they’ve been damaged in whatever way, and they’re beyond care it’s a sad reality that we can’t save them all. It’s not something that happens often – we have a very low euthanasia rate and it’s not a decision made lightly. You always think about the what if scenarios. It’s the toughest part of the job and the toughest part for our volunteers. That is rough. What were you doing before your work at the centre? Before I was looking after Zack, I was working at a boarding kennel, and before that I was on a dairy farm. Oh right. In Canterbury?

No, that was in Orini in the Waikato, I’m from there originally. Ah . . . do you back the Chiefs or the Crusaders? Probably the Crusaders if they played right now. Zack loves the Crusaders, he was born in Canterbury. Good to hear. Where did you go to school?

I went to school in Orini. My schooling started at a primary that doesn’t exist now, and then to Orini Combined School. I went to Fairfield College in Hamilton after that, and then I went to polytechnic and studied marketing when I left school. That’s where I met Zack’s father, and our lives changed when we came to Christchurch

and had him. Did you always know that you wanted to work with animals when you were younger? No, I actually can’t remember what I wanted to do, but it wasn’t always going to be at the kennels. My brother drives tankers for Fonterra, and my other brother is a dairy farmer. One is older and one is younger. So we’re all still involved with animals one way or another. Mum is in Northland and dad passed away. Oh I’m sorry about that. Have you done much travelling in your time? No, and it’s something that I would love to do, and something I’d want to do with Zack. We used to walk and tramp quite frequently, but unfortunately he was diagnosed with a hip condition, which is a bit of a dampener. It’s called Perthes disease. We were lucky enough to secure a wheelchair for him. Now our biggest travelling is going to see family, and he loves that. He’s also really looking forward to the family fun day at the kennels.

Scholarship boosts aviation safety studies for former pilot

• From page 4 Shirley-Papanui Community Board chairman Mike Davidson responds to comments about the Papanui Parallel Cycleway In response to your front page story on the February 15 Forces joined to halt cycleway plan, as chairman of the Shirley-Papanui Community Board I feel it is important to speak to comments made. The Shirley-Papanui Community Board has participated with city council staff in meaningful engagement with many residents, business owners and community groups throughout the consultation period including five city council dropin sessions which were very well attended. This project received more than 650 submissions which resulted in 80 changes to the plan that went out for consultation. Following the consultation period the community board has also held a submitters’ evening and received deputations on the matter to one of our board meetings. It has been disappointing to hear from people who have concerns regarding how the consultation was carried out, but I must say the consultation for this project on a whole has been excellent. The number of people attending meetings, submissions

received and changes to the plan based on public feedback is testament to this. The community board has a full understanding of this cycleway project, both the pros and cons, and shares some of the concerns made by residents, business owners and community groups reiterating these to the Infrastructure, Transport and Environment Committee meeting on Tuesday. It is the ITE Committee which is the decision maker. It is important to note that by liaising with the decision makers, something that the city council process allows for and encourages, the project team will now be investigating retaining parking to one section of Rutland St and investigating the installation of traffic lights to Springfield/St Albans and Springfield/Edgeware intersections.

A former commercial pilot with a passion for understanding the ‘human factors’ of aviation safety has been awarded the 2016 Jilly Murphy Memorial Scholarship for Aviation Safety. Kate Cook now works in the operational safety team of Airways New Zealand in Christchurch, and is currently completing a Bachelor of Aviation Management degree through Massey University. She will use the $5000 scholarship – jointly offered by Christchurch International Airport Ltd and Airways New Zealand in memory of the late Christchurch air traffic controller Jilly Murphy. This will be to help fund her post-graduate study in human factors, including areas like fatigue, distraction or impaired reasoning that can impact on human performance. Jilly Murphy was a controller at Christchurch control tower and died during the of February 2011 earthquake. Aviation safety was important to Jilly, so in her honour, scholarship applicants are required to dem-

onstrate a tangible benefit to aviation safety. Kate says her experience as a commercial pilot set her on a path to learn more about the impact human behaviours can have on safety in the aviation sector. “I find it a fascinating subject. During my time as a pilot, I found that talking with more experienced pilots and reading accident reports was a great way to learn and understand where improvements could be made in this area,” Kate says. Airways NZ chief executive Ed Sims said he and fellow judges John Murphy (Jilly Murphy’s father) and Christchurch Airport manager of quality and security, Ford Robertson felt that Kate stood out as a truly dedicated aviation safety professional.

Life has never been fair. So we shouldn’t have been surprised that last Sunday’s shake was right up there amongst the top 10 since 2010. But I think most of us were, no pun intended, rather jolted by it. It’s been so long since those days and weeks of continual shaking that most of us have moved on and put the permanent ‘on edge’ feeling in a box and filed it. Well the box re-appeared on Sunday with the lid wide open. More gratifying was the lack of widespread damage which is probably best illustrated by the fact we responded to just 15 earthquake related calls on Sunday. Sumner brigade went and checked out the most dramatic scenes as the cliffs fell down but had very little to actually do as a result. Other parts of town we helped some householders, went to some false fire alarms, assisted in an evacuation and helped the ambulance at a call. A call to chemicals leaking and affecting some staff at St Bede’s College on Tuesday was most likely a delayed result of Sunday’s shake as the storeroom involved had not been entered since then. Two teachers were treated by ambulance and crews in breathing apparatus and protective gear cleaned the mess up. The Islington sub-station fire last Monday caused large numbers of calls as the black smoke rose above the south of the city. Our foam stocks were dented in the process of extinguishing the oil fed fire but all was over within a couple of hours.

Short story author to launch sixth book Short story writer Barry Southam will be launching his sixth book next week. Mr Southam, of Mt Pleasant, has been writing fiction for the past 40 years and will be launching his collection of short stories called Exit and Entrances. The collection includes six stories, 32 poems, and two memoirs, most of which were written in the past 12 months as Mr Southam recovered from a cancer operation. The collection is inspired by the stories he told his children when they were young. This includes two memoirs about “colouful characters” in Wellington, and in Kawhia, a small coastal town on the West Coast of the North Island where Mr Southam lived for several years. Mr Southam also lived with poet James K Baxter in his urban commune in Boyle Crescent, Auckland, in the late 60s, which was described in a memoir Exodus For Some. As part of the launch of his book Mr Southam will also give a talk he titles The Perils and Pleasures of Creative Writing. Having won several awards in his writing career, Mr Southam has written plays for both stage and radio – some which were produced at the old Elmwood Playhouse as well as for Radio New Zealand.

Adelina and Isabella will receive opportunities to work alongside principal players in the NZSO during workshops and rehearsals during this year. They are part of only 12 young musicians given the privilege to participate this year.

Two students from the New Zealand Broadcasting School have had their film about a dating app accepted into the prestigious Cannes Film Festival. Kyan Krumdieck (right) and Annabelle Dick’s film The Grind made it into the short film corner category and will be screened at the event. The film features New Zealand people’s experience of the dating app Grindr. The Grind will be played in the Cannes Court Métrage – the short film corner of the Cannes Film Festival. Mr Krumdieck said this the corner where there is the opportunity for the films to be bought or distributed in the market. Finding out the film has been accepted into the Cannes Film Festival has come as significant news Mr Krumdieck, a feminist advocate especially with the Auckland Gay Pride festival that has been running this month. The film has gained a lot of traction after it won the best student film in the national “Show Me Shorts” competition last year. Both Miss Dick and Mr

Krumdieck are both hoping they will go to the film festival event held in May. Mr Krumdieck said it will cost him and Miss Dick nearly $7000 together to travel over to Cannes and have set up a Givealittle page to help fund flights, accommodation, suits and attire and general expenses. “My goal is to have a trailer made soon for people to see.” Both are on internships as part of their studies.

Mr Krumdieck will be interning with TV3’s Seven Days while Miss Dick is down in Dunedin at Channel 39 with Dunedin Television. Selwyn House School year 7 pupils have been improving their communication skills and building shelters in the “Mission Impossible” portion of their camp in Hanmer Springs. Mission Impossible was a series of challenging problems that the girls had to solve in small teams. At all times, they had to improve their communication skills. This was tested in the “three lines of communication” task. This was where one group could read the task but not talk, another group could see the

miming and not talk, and the final group stood behind the girls who could talk, but were blindfolded and had to follow the verbal instructions.

In the bush, the girls had to construct a shelter from branches on the ground, a tarpaulin and any trees in their area. All girls in their team had to be able to lie down and their shelter had to protect them from the rain. Each group had to have a special feature in their shelter, which ranged from an ensuite to Sky TV. The surprise came when their shelter was tested to see how waterproof it was.

The Rite Journey, a year-long programme created by a south Australian physical education teacher, provides unique life skills that support the development of self-aware, responsible and resilient young women. As they come of age they are guided through this often challenging journey with the

help of a programme that was adopted by St Margaret’s five years ago. For the 152 year 10 girls attending, their Rite Journey began on February 12. The first step to saying goodbye to their childhood starts by thanking their parents and caregivers acknowledging all those who have supported them and

Ongoing energy to help clubs save money BY JAIMIE KEAY

Environmental charitable organisation LiteClub is continuing to help Christchurch sports clubs save money. Since starting in 2014 the organisation has visited 53 clubs in the Canterbury region and LiteClub head of operations Sam Maclean said it was all about reducing clubs’ carbon footprint. “Think of how many more gold medal Olympians we would have if every grassroots club spend more of their fund-

ing on coaching and equipment for our future stars rather than on their power and energy bills,” he said. Each time the organisation goes to a club, the team spends two to three hours installing as many eco-friendly products as possible from LED lightbulbs to recycling centres.
